1.1 The Tawau Airport is currently undergoing an upgrading project. This involves the terminal expansion and associated airside modifications works at Tawau Airport.

2.1 This Aeronautical Information Circular (AIC) is issued to provide advance information and general briefing to aircraft operators, airlines, air navigation service providers and other stakeholders regarding this project.

2.2 Detailed operational data, procedures, declared distances, and permanent aeronautical information will be promulgated through subsequent AIP Supplement and/or AIP Amendment, as appropriate.

3.1 The proposed development comprises:

1. Landside Works – Terminal Building Reconfiguration.

2. Airside Works – Aircraft Stands Reconfiguration:

   1. Relocation of existing utilities.

   2. Installation of new Passenger Boarding Bridges (PBB).

   3. Reconfiguration of aircraft parking bays.

   4. Construction of associated apron, ramp and building interface works.

   5. Associated civil, mechanical and electrical works.

3.2 The works will be implemented in the following stages:

Stage 2B	Construction and replacement of new Passenger Boarding Bridges (PBBs), associated passenger boarding ramps, apron works and related infrastructure at Bays 1 and 2, including removal of existing passenger boarding facilities.
Landside Works - Terminal Building Reconfiguration
Terminal Building	Terminal building reconfiguration works will be undertaken in multiple phases to maintain terminal operations throughout the construction period.

4.1 Aircraft parking operations from Bays 1 to 6 will remain unaffected throughout Stage 1 construction period.

4.2 Temporary aircraft parking positions for affected aircraft stands, (i.e. Bay 3, Bay 4, Bay 5 and Bay 6) with new pavement markings and operational restrictions will be introduced progressively in accordance with Stages 2A and 2B construction staging requirements.

4.3 During Stages 2A and 2B, apron taxiway operations will be restricted to Code C aircraft only. Special procedures for Code D aircraft to Bay 6 will be introduced affecting Bay 4 and Bay 5.

4.4 Due to temporary apron configuration constraints, Code D aircraft operations shall be subjected to towing requirements and operational restrictions via Taxiway A.

4.5 During Code D towing operations, simultaneous use of temporary Bay 4 and Bay 5 under Stage 2A, and Bay 2 and Bay 3 under Stage 2B, by Code C aircraft shall not be permitted.

5.1 The terminal expansion project will be implemented in several stages. During each stage, temporary operational arrangement may be introduced to support construction activities while maintaining safe and continuous airport operations.

5.2 These temporary arrangements may include changes to:

1. Aircraft parking stand availability.

2. Apron operating arrangements.

3. Ground service equipment (GSE) vehicle routes.

4. Passenger access routes.

5. Other operational measures necessary to facilitate the construction works.

6.1 Construction areas will be segregated using temporary barriers, hoarding and appropriate airside safety measures.

6.2 Temporary markings, lighting, signage and access controls will be provided where required.

6.3 Continuous coordination will be undertaken between Airport Operations, Air Traffic Services, Airlines, Ground Handling Operators and Contractors throughout the construction period.

7.1 The proposed construction staging has been developed to facilitate the terminal expansion works whilst maintaining safe, compliant and continuous airport operations.

7.2 Detailed operational information, including effective dates, temporary procedures, operational restrictions and applicable aerodrome charts, will be promulgated separately by AIP Supplement and supported by NOTAM, where required.
